California banning black cars???

I heard today, on the radio (Channel 95.5 Detroit), that California has decided that, to reduce carbon emissions, they are banning dark-hued vehicles, specifically those that are black. If these were people, I’d say they were racist, but since we’re talking about vehicles here, I just think it’s plain stupid. Yes, in theory, it sounds like a good idea, being that darker coloured cars do take a lot more energy to cool down in the summer months, but come on. How much of an impact is this really going to make?
